I agree with your view here as this new Administration isn't above using minor misdemeanors such as a speeding ticket to validate an extraordinary response. When refugees were given temporary visas (Australia), it wasn't uncommon for a refugee caught speeding to be sent back to the detention centre. I wouldn't put anything past these new 'policy' makers.
