Thank you for your response. A few years ago, when I was a Literacy Coordinator, this figure was raised at a conference I attended and it remained in my mind.I can't find that material now, otherwise I would include it here (out of interest).

Since reading your comment, I have checked online and can see that the literacy rate is higher. I wasn't commenting on education funding or schools in general, but on a state literacy figure.
